Every Kout player has seen it: the round starts, the turns pass, and nobody declares. The hand is weak all round, there is nothing worth playing, and the session stops moving. So the group does the obvious thing and redeals.
But when exactly is a redeal the right call? Honestly, it depends on what your group agreed on. Here are the situations that come up most often.
This is the classic one. The turns go around the table and no player calls anything. No hokum, no sun, nothing. The whole hand is flat and the round has no point.
In most groups this means an immediate redeal. Nobody loses points, nothing gets scored, and everyone starts fresh with a new deal.
Sometimes a player does declare, but the cards are still bad: small scattered cards, no long suit, no clear plan for the round.
Some groups simply play it out and move on. Others treat a genuinely dead hand as enough reason to redeal if everyone agrees. This is practical table habit, not part of a written official rulebook.
Notice that all of these are settled by agreement, not by a single authority. Practice varies between groups, and that is normal for a game played on a table in the diwaniya.
A redeal is neither a win nor a loss. The cancelled round counts for nobody, and the new one starts from zero. The real problem comes later: after a few redeals, it gets hard to remember which rounds were actually played and scored.
